Introduction to GIS for Assessment Professionals - Full Day Workshop
Monday, February 25, 2019 - 8:30AM - 5:00PM
Instructor:

Dan Fasteen, PhD, Consultant, BIS Consulting

This workshop will be broken into two hands-on interactive classes for beginner and intermediate level attendees. The format will be a demonstration of a particular concept with emphasis on its application in a real world environment. Attendees will be able to then take those concepts and apply them to some sample data with guidance from the instructors. All demonstrations will be conducted mainly in ESRI’s ArcGIS pro software with some demonstrations expanding into using the R-ArcGIS Bridge. The following software will be required on the attendee’s laptop in order to attend the workshop.

Introduction to GIS for Assessment Professionals (Beginner) 4 hours
This workshop will provide students with an introduction to GIS for desktop and online. It will start with extracting data out of a CAMA or property information system and visualizing it in a GIS. It will highlight methods of manipulating valuation data within GIS to analyze spatial data consistency, accuracy, and geographical relationships. Other methods of analysis will include overlay, proximity, as well as generating graphs and summary statistics. This workshop will be geared toward the professional who would like to understand the applicability of GIS technology as it relates to the Assessor’s office function and provide basic tools for understanding spatial data. A brief overview of the R – ArcGIS Bridge to build a tool for conducting sales ratio analysis will also be discussed time permitting.

Introduction to GIS for Assessment Professionals (Intermediate) 4 hours
This workshop will build off of the lessons from the morning workshop and move more into the spatial analysis of data and its applications in modeling assessor data. It will begin with a brief overview of the morning session and why it is important to grasp the essentials before moving on to this stage of analysis. The application of clustering/grouping analysis will be discussed followed by its interpretation. Then manipulating and transforming variables will be demonstrated using python and R within the ESRI environment. Modeling using global (OLS) and local (GWR) regression will be explained within the ESRI environment. A brief discussion on advantages of modeling in R with using the R-ESRI bridge will also be conducted time permitting.

LEARNING OBJECTIVES:
  • Overview of GIS Terminology
  • Data Extraction
  • Use of GIS for Visualization, Charts and Data understanding
  • Spatial Analysis overview
  • Data aggregation using summary and ratio statistics
  • Intro to spatial statistics and modeling
  • Use of OLS and GWR in GIS to produce fair and equitable valuations.
  • Interpretation of Spatial Statistics and how to make informed decisions.

BRIEF OUTLINE:
MORNING (BEGINNER)
  • Overview common GIS terminology
  • Join non-spatial data to spatial data using a common field.
  • Explore data in both desktop and web-based GIS.
  • Methods of data visualization (Graphs, Charts, Maps, Tables)
  • Overlay layers in GIS for comparison and visual analysis.
  • Proximity analysis using location queries and buffers.
  • Summary Statistics and sales ratio analysis using the R-ArcGIS Bridge

AFTERNOON (INTERMEDIATE)
  • Overview of common terminology utilized in Spatial Statistics and modeling
  • Explore cluster or grouping analysis of assessor data.
  • Data manipulation and transformation.
  • Perform Ordinary least squares regression (OLS).
  • Geographically Weighted Regression (GWR).
  • Visual interpretation of GWR output and how it can be used to make more informed decisions about your market to create more fair and equitable valuations.

REQUIREMENTS:

PREREQUITES: Must have computer with software available.
This session is geared toward property valuation professionals looking to understand more about the capabilities of Arc GIS Pro and ArcGIS online for creating more fair and equitable assessments.

Cost: One full-day or half-day workshop is included with full conference registration; $195 if only attending a workshop or adding a second half-day workshop
